Is there anything to do in the Breaker room in the basement that would give a key or get me to a new area?
And if not how do I get past this area with everything possible already having the lights turned on except the breaker room?

There will be a ghost in this room but only after you complete the top floors and see the fortune-teller.
The breaker room is used when the mansion blacks out, but before that, take the sheet of in that room with the poltergust 3000 to find a speedy spirit, it has a sapphire
