Well she has to be off of the farm and not working. Did you try other things yet? She likes crops. Try to give her flowers when she is walking right out of the house or when she has the day off.
You can give Celia flowers anytime, anywhere. But you can give her ONLY one flower a day. She won't accept more than one flower of any type on one day. She especially likes Goddess Drops (Grow near Vesta's farm in spring ONLY)
