Make friends with Ruby, give her food and other stuff she likes. Then go to the kitchen and she'll ask if you like to cook answer with yes and you'll get the spice.
You have to befriend Ruby she likes milk and flowers give her one every day and go into the Inner Inn go into the kitchen and it will be a story a she will give it to you.
