When I am in the transfer market and I try to buy or sell any players it always says MUST HAVE MIN 18 OUTFIELD PLAYERS. I have tried everthing to make it so I can buy or sell my players and I counted I have more then 18 players and so do the teams I try to buy from please help!!

It's a glitch in the game. Just buy a junk player then try whatever you wanted to do again. It happens to me all the time.
Make sure that you have at least 18 outfield players, and that the team from which you are buying the player will also have 18 outfield players once the transaction is completed.
