Beat the game. Then delete the game. Then do that cycle 5 more times. Then once you have paratroopas kart, complete the time trial for mushroom city. Beat every ghost including the expert staff. Once you do that. Go to the characyer selection and if you hover over koopa, press Z and it will turn into hammer bro. Paratroopa will turn into fire bro
