Go on the detective's boat and go on the river and you'll see this island with moles popping out. Go and get one and there you go! Dancing nutria! If you don't know where the boat is, go to Glasstown and you'll see these stairs next to the apartment.

Lots of people keep asking this question, they are like moles use the fan boat to go to the bayou and near there you will find an island full of these little mole things. It is quite difficult to find so you might be looking for a while.
