Charisma is gained every time you pose in front of a mirror. You can buy one at the Thrift Shop and do it at home, or you can simply use the one that's already there. If you do buy one, don't bother buying one of the most expensive; any mirror will have the exact same effect.
Walk towards it, and simply press A to start posing. Spam it, and you'll gain points.

What Vasco said also the more charisma skill you have means the better promotions you can get doing the comedian stand up game you need 9 bars of charisma to get to the max promotion level 5 also need to do decent in the mini game.
