Question for The Legend of Zelda: The Minish Cap
How do I get the fins, or whatever it is that you use to swim with? I need them to get to the water element, which is technically the fourth but is the third because the wind people took the wind element away... Ah well. So, I pose my question again: How do I get the fins?

After you get all the library books back, go the the library minish guy and you will drop into a cave. Search around and you find them.
