How do you get the flute from the ghostly person? Everytime you walk up to him, he dissappears.

Are you talking about "A link to the past"?? This area is for "The minish cap" but what the heck...
Go to the dark world and talk to him there to get the shovel. Then go to the light world and dig in the north-west area of the "Haunted groove" to get the flute. Then go back to the dark world to find the real flute kid dying on the stump. Let him hear the flute one last time and he can die happy...
Play the flute in front of the statue in Kakariko village and something good will happen.
