The library will be opened once you fail on getting the Wind Element, as you need to go into the library in order to get the Water Element.

I failed on getting the wind element and still can now go to the liebrary what should I do?

First you need to beat the wind temple get the ocarina of wind then play the ocarina and transport yourself aroun lake hylia then turn minish at the stump and fall through talk to the minish and the library will then be open
