I beat the game with all the characters then got the chaos emralds and still cannot unlock the moon level is there a moon level and did I do something wrong?

When I did it, I just played it from the start, and get all Chaos Emeralds with all characters. It's hard, but it's not impossible. Then beat the final boss as Sonic, then you go to the Final Level. Hope this helps you out.
