Sorry, but you can not buy Berries in Pokemon Ruby.

Berries can be found throughout the region, planted in Loamy Soil.
Just simply walk up and press A to pick them.

You can also get berries from people in the game, such as the lady in the Pretty Petal Flower Shop south of Rustboro City.
