Alright, I will help you out with your problem since no one else wants to give you an answer. However, since you did not specifically tells us which fishing pole is was that you wanted, I will tell you where all three of the Fishing poles are located. The first Fishing pole is called the Old Rod, and it is nothing to special. It is mainly used by people at the beginning of the game, maybe like yourself. It catches weak Pokemon, mostly Magikarp. You can find the Old Rod in the Fisherman's house in Dewford Town. Talk to him and he will give it to you. The next fishing pole in the list is the second best rod of all, and it is called the good rod. The good Rod catches Pokemon that are slightly stronger than that of the Old Rod, and can catch different Pokemon. You can find the Good Rod in the hands of a Fisherman on route 118. The last fishing pole is also the best fishing pole, and it is called the Super Rod. This fishing pole can catch Pokemon above level 30 and higher, and lots of different Pokemon. You can find the Super Rod in the Fisherman's house in Mossdeep City.

There is a fisherman in dewford that has a old rod and a fisherman on route 118 thats got the good rod and the best rod you can find is the super rod in a fishermans house mossdeep cit>.

You gotta cross the water first to get the good rod, it's across the water from mauville
Go to mossdeep city and go up stairs you will see a house left to the space center go there and say yes then he will give you the best rod in the game.
Go to dewford town there will be a guy next to a house or cave talk to him and he will give you the old rod
