National Dex and Evolution

National Dex and Evolution
How or where do I get the National Dex? I've beaten the Elite Four over 20 times and I still don't have it.
Also, in the last file I had on Ruby, my Nuzleaf evolved at level 36, but now in the the file I have now, he's level 40 and still hasn't evolved. The same with my Lairon, in the last file it evolved at level 44 but now evolved at 42.

About the national dex, all you have 2 do is trade from firered or leaf green. hope this helps(:

This is the GAMESHARK CODE to enable the National Dex. Just Type it in the cheats menu and there you go.

Those are not game shark codes. They are code breaker codes.
