After you beat rayqaza just go back and fight him(always use a friend ribbon to add to your recriut rate)

Ok first beat the game then go back to groudon I suggest you bring Pokemon that are really strong he'll be even tougher than before also bring a friend bow and your Pokemon must be equlally matched in height strengh and level this will make your chances of getting him on your team greater.
