I would say at least 30+ because Groudon is level 25 or weaker. Just bring plenty of revive seeds and oran berries and you'll be good to go. Good luck!

I beat Groudon when my level was 29 and I was a Cyndaquil. It might help if I knew what Pokemon you are, but you should probably be in the high 20's- low 30's.
