As a starter Pok�mon, or Joyous Tower.

To get a Charmander, follow these instructions,
For him to be a starter, then you need a Hardy nature, or just select him when you have to pick your partner.
For him to be recruited, then you have to go to Fiery Feild and find him on the fithth or eigth floor.
