There is no legendary Pokemon in Joyous Tower, however! There are several starter Pokemon you may recruit there, but your level will be reduced to one here, you may bring items, but poke disentagrats here, also, Chancey I should say is a type of legendary, cause it's rare and really really really hard to get, but hey, it is after all a rare Pokemon that only apears in Joyous Tower, plus if you get it, you will get closer to getting all the Pokemon recruited.
