3: where is Far-off sea?
4: how can I get there????

1:After Silver Trench and recruiting Lugia, then Xatu comes along with news, (not) but Blastoise comes with some real news, that a new dungeon opened up
2:After Pitfall Valley and Stormy Sea and after recruiting the legendary birds, then you may go to Silver Trench
3:You need the Serene Sea friend area than you need the move or HM Dive to get into the dungeon
4:I just gave you all the answers above, but thats all I could do, cause the dungeon is located at, well...itself, so go out there and and kick some rocks!
