Any Pokemon will be fine since when you enter the Dungeon..you will be at level 1 with no money or items. As for Eevee...i don't know.

I don't know about Wish Cave and Purity Forest, but I think the only way to have Eevee is through the test you take when you start a new game, and I think only if you say you're a girl can you possibly turn out to be an Eevee. I think there's a guide through the test in the walkthrough section.

I don't know about the first question but to get evee you got to go to Joyous Tower.
