I'll assume you have obtained the Clear Wing. You need to have defeated Entei, Raikou, and Suicune. As with the Fiery Field, Northwind Field, and Lightning Field, you need the HM Surf and the game will be saved before you enter.

You get the dungeon by defeating the three legendary dogs Entei, Raikou and Suicune. Before that getting the hms (surf I think) in Solar Cave. Because spinda will appear in town the next morning after you get it and it will talk about a mirage Pokemon (Ho-Oh) then you go and see Xatu and he'll tell you where the three legendary dogs are the order you beat them is Entei Raikou and Suicune. P.S you need a Pokemon that can pass through water to get surf.
