You should be level 90-100 with a friend bow and you should have at least 1500 rescue points (gold rank)
You just keep on deafeting them after the game there is a very low chance you will actully get Pokemon as strong as groudon to be on your team
Gold rank and a friend bow is enough for Kyogre but the others you should be a higher rank and each level up of your Pokemon give a higher chance to catch ho-oh groundon and rayquaza
You'll need a friend bow ( I recommend using Wonder Mail to get it ) and be a fairly high level.
Sometimes it's just a matter of luck. I got Kyogre on the first try without a friend bow.
If you just keep going back again and again then usually the chance of getting one gets higher and higher, so keep battling them a bunch.
Ranks don't change anything, so get a level 90-100 and equip a Friend bow. Thats all you need!
