Track down a Medicham that is wandering around near the guide and it will direct you to Lombre in the Pokemon Square, who will mention a Dungeon that goes by the name of Solar Cave. After that talk to Whiscash who will open up the Dungeon for you to explore and will also give you the HM Dive.

The Medicham is irrelevant it seems. Just go talk to Lombre, and then talk to Whiscash. Whiscash will give you Dive and access to Stormy Sea, mentioning Solar Cave as well. When you go to check which places are unlocked, Solar Cave will also be included.

Beat the game then talk to medicham at the front of your team base he will mention something about lombre was drowning then talk to lombre and he will tell you that he didnt drown then he will maybe mention the Stormy Sea then talh to Whiscash he will tell you about it then he will give you the HM Dive after that you will be able to go to the Stormy Sea and Solar Cave
