how do you defet raquaza
When I tri to reach raqaza I keep dieing so what level should I be and when dose mudkip learn hydro pump

Well to be honest you need atleast lv 50's or 60's. I done it with lv 40's but it was tough.... What level is your mudkip?....... I believe it's lv 42 for mudkip to learn hydro-pump.

Yes pokemaster377 is right you should be around level 50 or 60 before you should be able to defeat him unless you have alot of reviver seeds and yes I'm pretty sure it is level 42 when mudkip kearns hydro pump
