Try to go in the Western Cave, then do the whole dungeon. It worked for me

Western Cave, esp. 50-60F where the sandstorm brewed and some last floors are good place to train. Hold a Tight Belt and start destroying enemies there. I once level up 30 levels to 100 in a single attempt.

Another good places are Silver Trench with room-sized Monster House and Buried Relic. These dungeons are better if your Pokemon's power is still low.

It's impossible to recruit a Salamence. You can recruit Bagon by: Getting Dragon Cave Friend Area by completing optimal missions. You can find Bagon in:
Lapis Cave: 9F -13F.
Wyvern Hill: 1F - 4F.
Wish Cave: 45F-49F.
Joyous Tower: 42F-45F.
Recruit Rate: Base 7.6%.
You can recruit Shelgon if you are at least Level 90 or Level 50 with a Friend Bow. You will find it:
Mt. Freeze: 1F - 4F.
Wyvern Hill: 9F -16F.
Wish Cave: 65F-69F.
Joyous Tower: 60F-64F.
Recruit Rate: Base -19%
