(1) do you have to get ho-oh in order to get lugia?
(2) Do you have to get Lugia in order to get deoxys?
(3) Do you have to get the lengendary dogs in order to get ho-oh?
(4) Do you have to get Mew in order to get mewtwo?

1. No, you need Articuno, Zapdos and Moltres to get Lugia.
2. Yes and after you beat Lugia once, you have a 99.9 chance of getting him.
3. No, you just have to beat the Dogs and keep battling Ho-oh to get him.
4. No, you need Ho-oh to get Mewtwo. One more thing about Mewtwo, beat him once and go back up and he will have the same chance of recruitment as Lugia.
