Have you beat Bass EX yet? Because you can aquire the Colfrce C chip from him.

You have to go to underground 2 where you last found and fought gregar megaman.(you should have defeated the glowing monuments in the graveyard first)
There you will have to fight gregar megaman sp then bass bx without stopping. After you beat bass you will get the last giga chip colforce.
