I think...no I know I can help you. I have the other cybeast game but the towns are the same layout. At the word "truth" (the jackin place) go to the door but don't enter. Then go up til you hit a wall. Then go left to a door. Enter it and it's a stright route to the judge tree. Please rate this hi.

Enter the court building, and go to the blue door on the left.
You will come to the backyard of it, then talk to the door outside.
It requires password about a law of navi. Just come to the Truth Table, jack in and talk with the Law Club leader, he will tell you the number (153) then return to the backyard, enter the password to enter.
