This took me a while to find to. You have to go to seaside town and jack in to the fish stick stand. Talk to the mr. Prong in there and he makes you do somthing for the key but I don't remember what it was.

JACK IN TO THE FRYER IN THE FISH STICK VENDOR (SEASIDE TOWN) THEN TALK TO THE MR.POG THE IT WILL ASK YOU IF YOU WANT TO BUY SOME FISH STICK, BUY ONE AND THEN HE WILL GIVE THE SEASIDE KAY!!
