Hi, I am trying to defeat all of the different colored MR.PROGS and have just defeated the V3 PROG. Now I am trying to find the V4 PROG and can't find it. Can someone please tell me where it is. Thank you!

Sky Town in that big room there are some air tanks that you can jack into.Jack into there and that is where V4 is at.
Go to sky town and go up the elevator and hook a left you see tubes jack in to them and hes in there.
