Question for Mega Man Battle Network 5: Team Colonel

What does the textdata mean? ( 3rd ACDC, 4th squre.There find the way to oran. Open it's center!)

Go to ACDC Area 3. Go to the center left square. There will be a guy there that will help you solve the riddle. It's on the middle north panel in that square.
