Well, you can get it in three different codes:

Get 'O' code in a Blue Mystery Data in the ticket machine at Castilo.
Get 'Y' code in Undernet area 2, and from Higsby's (I think o_0)
Get 'W' code in ToyRobo comp 4.

You can get all three from the bug frag machine in Black Earth 2, but you might have to try for a while, and therefore you'll need plenty of bug frags.
