To encounter shademan as a random enemy, you have to do the piledriver sidequest with Django and Otenko and then in the same area (undernet 4) you will find shademan as a random encounter. You will also be able to get bug curse (blue moon) or bug charge (red sun) from the green mystery data in his field.
