I'm stuck where miss yuri or watever tells you to fill up your data libray and I even cheated to have it say that I have all 175 chips but she wont give me the data thing can someone help me? :( thanks for answering ahead of time

I think they made it where you REALLY NEED TO GET CHIPS NOT BY CODES I tried it didnt work so I'm trying to get them by battleing
So as of right now, in my playthrough, I'm at level 35 with MegaMan and have 62/175 chips. I got the Yuri Memo for that much I hope that helps.
