You have to have all your tools upgraded to Mystrile, and you can find the cursed tools on some of the floors of the spring mine... I'll help you a little... The cursed fishing pole is on the 29th floor... I'm not sure if you have to dig around or if you find it in a rock though...

You can find it at lake mine the levels are:
29, 39, 49, 59, and so on the levels has
Always number 9 except level 9 and 19
