First of all, you have to upgrade all your tools into mystrile level. Cursed tools are found in winter mine, and it is found on the GROUND. Each of the cursed tool is found on specific levels.

Cursed Fishing Rod : level 29
Cursed Hoe : level 39
Cursed Axe : level 49
Cursed Hammer : level 59
Cursed Watering Can : level 69
Cursed Sickle : level 79

And you need to uncurse the tools into blessed tools. Each tools required different methods though some tools required same methods.

Cursed Fishing Rod : Using the tool 255 times
Cursed Hoe : Go to Carter and uncurse 10 times
Cursed Axe : Using the tool 255 times
Cursed Hammer : Equip the tool in hand for 10 straight days
Cursed Watering Can : Go to Carter and uncurse 10 times
Cursed Sickle : Equip the tool in hand for 10 straight days

Cursed tools are located in floors 29, 39, 49, 59, 69, and 79. I had all the mysterile tools as well and dug all the cursed tools from the ground except the sickle. Are you sure that you have mined on all the correct floors and dug all the ground with the floor containing a particular cursed tool?
