I have Grey at a red heart, and was wondering, does he come to get me on Starry Night Festival, and if so at what time? If he doesn't, what time should I go to Mother's Hill?

You do not meet Gray on Mother's Hill. On the day of the Starry Night Festival, you go to meet Gray and his Grandpa at the Blacksmith's house at 6 PM, where they then go to your house to have the Starry Night Feast. Then your character goes to sleep immediately.
