No. There were only two people in the Fire Emblems of America that had S weapons level in more than 1 catagory. They were Nergal and Athos from Fire Emblem: The Blazing Sword. And you only get Athos.

unfortunately, you are in the wrong section. this is the fire emblem: the sacred stones section, not the original.

You can unlock him if you beat the ruins 3 times
