In order to get Lucias you need to get Raven to talk to him. You get Raven by talking to him with Priscilla, his sister.

You have to recruit Priscilla on chapter 14 and bring her in chapter 16 (Eli Mode) or ch. 17(Hector Mode)and make her talk to Raven and get Raven talk to Lucius and thats it

Or you can get Lyn (if the Cailen Soldiers kill him) and have her talk to Lucias.
