I heard that Dart is a very valuable character, much better than Hawkeye. But how do I promote him up to a Berserker? I'm sure it's an Ocean Seal, but I can't find one anywhere.

You can't get an ocean seal. You either need a hero crest or master seal
The ocean seal is in the bottom right corner of the desert chapter. It's on the very bottom, three spaces away from off the map.
