I was wondering because I have been tring to capture monsters but can't unless I have a hunter.

You just need a human archer to master 2 abilities. Then it should be available. Alternatively, have a human thief learn Steal: Ability, find an enemy hunter that knows Capture, and try stealing it away.
you need a boy human to master 2 A abilities and then change jobs and the job of hunter will be there
