Get a fast killing weapon, flame thrower works well, and go into the street outside your hideout. Start killing people and when the cops show up start killing them until you get six stars. Whenever you see a tank, steal it and drive it outside your hideout. Save the game and next time you turn it on you will have a tank waiting for you and you will have no stars.
