Yes, this glitch is 100% safe. It is probably something
the programmers used to check to see if encounters were
working. But, looks like they forgot to take it out. This
is 100% safer than using a GameShark, as GameShark can
harm your game. Like Missingno., it is probably something
the programmers left in, as a test pokemon(Missingno.!)
Some reason, Missingno. can harm games... this cannot.

	Alright, this section is kinda small, but...
Make sure the game(s) that you are playing is/are:
Pokemon Red
Pokemon Blue
Pokemon Yellow
If any else, e.g. Pokemon Gold, this will not work since
Gold is different than the 3 versions listed above.

{=[PRE]=============Preparing=======================}
You need a couple things. On Route 25, there is a trainer
that has a level 17 Slowpoke.(top middle-ish) Do NOT fight him.
If you already fought him, this will not work. Also, do NOT fight
the gambler in front of the house on Route 8. Again, if you fought
him, this will not work. The things you need are:

HM02 (Fly, must be learned by a pokemon)
Access to Lavender City and Cerulean City
Having not beaten the trainers listed above
Able to press start button fast
Great Balls (Lavender City)
Able to catch level 7 Mew

{=[MEW]=============Getting Mew=====================}
First off, start at Lavender City. Now, walk all the way to
Route 8. Do NOT fight the gambler, just go in the house but then
come back out. Good time to save. After saving, walk down one
and then QUICKLY press start. Go to Pokemon>Flying Type>Fly and fly to
Cerulean City. The gambler should see you with a ! above his head,
but you fly away. Now, your start button will be disabled, so go to Route
25 and fight the trainer in the top-middleish I told you not to fight
before. WARNING: DO NOT WALK INFRONT OF HIM AS YOUR 
GAME WILL FREEZE, WALK AWAY FROM HIM SO HE HAS TO WALK TO YOU TO TALK.
Fight him, he should be easy, he has a level 17 Slowpoke. Now your start
button will be enabled again, so fly to Lavender City. Go to the left passageway
as if you are going to Route 8. Your menu will pop up, press B and here we go!
Mew is level 7, so he should be easy to catch. He only knows Pound. But, you
can only catch him with Great Balls because PokeBalls miss all the time.
Once you catch it, pokedex data added, you are done! Enjoy...
