How to get to indigo plateau

I have all eight badges but can't get to the plateau becase of the waterfalls help!!!!!!!

You should be able to make it to Indigo Plateau; you should already have HM Waterfall. HM Waterfall can be found/obtained inside Ice Cave.

After you have HM Waterfall and have all Eight Johto Gym Badges, you should be able to make it to Indigo Plateau. First, head east of New Bark Town on Route 27. Route 27 will bring you to Route 26. Take Route 26 to the Reception gate. Once you make it through the Reception Gate, you'll have to make it through Victory Road. Once you get through Victory Road, you'll come out into Indigo Plateau.
