Goldenrod Underground Door Issues

I defeated TR, I got the key, I go to the dept store to get underground, and the door won't open. I'm playing on VBA (Visual Boy Advance) and I have done cheat codes, but only to get my shiny vulpix and get a fire stone.

I believe you need to get to the Underground by using the Tunnel here, not by the Department Store Basement.

The Underground Tunnel can be found in the northern part of Goldenrod City. The Key should open up the Blue Door in the Underground Tunnel.
