Escape Ropes are available in the Violet City Pokemart.
Super Repels are available in the Olivine City Pokemart.
The Silver Wing, the item used to attract Lugia, can be obtained from the old man hanging out near the Pokemart in Pewter City. Keep in mind that Pewter City is in the Kanto Region.
