Even I don't know how to get 90 Mini Medals. I have 87.I completed all taplet targets, too. And got all the story mini metals. There are three more out there, but where could they be?? Imight know that they are in Skelkatraz, but I passed it, obviously. Soo... None of it is 100% possible. You might be able to go back to skelkatraz with a cheat.
When you look at the map, you might see an island with a jail cell. That is Skelkatraz. And you also can't visit that island. The real answer still remains somewhere...
