You can't, this type of enemy cannot be lurred away by any of the gadgets the playable chaaracters can deploy.

Put a tied up enemy in their field of vision. This is best done with Hector's throwing ability. They'll walk toward the victim and won't sound the alarm until they've untied them. This buys you more time than using a dead body. With a dead body, they'll sound the alarm as soon as they get close to it.
