More characters are unlocked as you gain experiece in the game. If you purchase the battlepass, then generally you will unlock these characters more quickly. you can also purchase more characters to use in the shop, this requires the use of Battle Bucks. From time to time, the game does offer packages of characters which generally offers more value.
