Local Concerns in Detective Pikachu Returns are side quests you can choose to take on during the game. While roaming Ryme City during The Missing Jewel case trying to figure out who stole the gemstone from Denis Mansion you will cross paths with a young boy in the plaza who will have a quest for you. He asks you to help him find 'a Pokemon that can play soccer really well' to assist him in training.

The answer to the question 'a Pokemon that can play soccer really well' is Raboot, a Gen 8 Fire type Pokemon that resembles a humanoid rabbit. Raboots can usually be found practicing their footwork by kicking Berries from a tree's branches and then juggling them with their feet.

Knowing the answer to the Quiz Professor's question will not complete the side quest, you must track a Raboot down and speak to it.

You can find a Raboot by heading right from the boys location so you leave the plaza and arrive at Denis Mansion. Don't go into the mansion, instead continue going right until you come to a gate in the bottom right that is not easy to spot as it is partially hidden. When you go through the gate you will enter Serenity Park.

Keep going right when you are inside Serenity Park until you come to a set of stone steps. If you ascend these steps you will find a Raboot playing with a football. All you need to do is approach the Pokemon and speak to it. Detective Pikachu will note that the Raboot is a perfect training partner for the young boy and Tim will go and fetch him so the pair can hook up.

You will not receive any kind of reward for finding the young boy a training partner he can play football with, it just completes the quest.
